Toms Party Board Game

Today is Tom the mouse's birthday and his friends are preparing a surprise birthday party.

Place the different elements and guests in the party before Tom appears. If he arrives early, quickly release the balloon so that he can linger to play with it, and you'll have time to finish the surprise.
